Ministry of Environmental Protection: Preparing China's Water Pollution Prevention Action Plan

The deputy minister of the Ministry of Environmental Protection, Yan Qing, said today that the Ministry of Environmental Protection, in conjunction with relevant departments, is preparing the "Water Pollution Prevention Action Plan." The core of this document is to improve the quality of the water environment. The focus is on grasping the two ends. One is the place where the pollution is heavy, and the other is the river and lake with good water quality. It is firmly protected and cannot be polluted and re-treated.
The State Council Information Office held a press conference today to present the progress of environmental protection work in 2013.
Yan Qing said that the problem of water pollution prevention and control is compared with the prevention and control of air pollution. In recent years, there have been more efforts by localities and departments, especially through the three “five-year plans”, especially since the “Ninth Five-Year Plan”. During the "11th Five-Year Plan" period, the State Council increased its assessment of the completion of planning tasks and increased investment. It should be said that the water environment problem is basically stable, especially the water quality of the key river basins and the seven major river systems are basically stable. . Including the "three rivers and three lakes" with heavy pollution in previous years, these years have undergone major changes.
Yan Qing pointed out that at the same time, the water environment situation is still very serious, mainly in several aspects:
First, the total amount of water pollutants discharged is still huge. The discharge of chemical oxygen demand is about 24 million tons, and the emission of ammonia nitrogen is about 2.45 million tons. What is this concept? This emissions far exceeds the current environmental capacity. Experts estimate that these totals must be cut by 30%-50%, and our water environment will be fundamentally changed.
Second, the pollution of groundwater, including groundwater, has not been effectively controlled.
Third, some rivers, especially in rural areas, or the pollution of river ditch and river otter closely related to the lives of ordinary people are still very serious.
Fourth, there are still many shortcomings in the management of the water environment.
Yan Qing said that in order to effectively solve these problems, we will work with relevant departments and in accordance with the requirements of the State Council to prepare the "Water Pollution Prevention Action Plan", which will be submitted to the State Council for review after further revision and improvement. The core of this document is to improve the quality of the water environment. The focus is on grasping the two ends. One is the place where the pollution is heavy, and the other is the river and lake with good water quality. It is resolutely protected and cannot be polluted.
Yan Qing introduced that in terms of specific measures, the first is to substantially reduce the emission of industrial pollution; the second is to manage the pollution of urban living pollution; the third is to manage rural rivers and rivers. This plan is the same as the Atmospheric Action Plan.
