After the introduction of the air pollution prevention and control plan in September last year, the Ministry of Environmental Protection will launch a water pollution prevention action plan (“Clean Water Action Plan”) in the first half of this year. At the press conference of the new state office on February 11, the Vice Minister of the Ministry of Environmental Protection 瞿Qing has revealed that the plan will be reported to the State Council after the revision is completed. According to the above-mentioned sources, in addition to clarifying the pollutant emission reduction targets and specific tasks in each sub-sector, the biggest bright spot of the plan is to clarify that sludge treatment will be one of the key tasks of water pollution prevention and control, and will accelerate the promotion of the national sewage treatment plant in the future. Simultaneous construction of sludge treatment facilities to bridge the current backward situation of sludge treatment rate of less than 10%.
Market analysts believe that sludge treatment is a branch of the environmental protection industry. The policy has been mentioned since the 12th Five-Year Plan, but the intensity is not as great as that in the fields of desulfurization and denitrification and waste incineration. With the release of the Clean Water Action Plan, sludge treatment is expected to become a new theme for environmental investment. According to estimates, the basic investment demand for the construction of sludge treatment facilities (including new and existing facilities) will reach 60 billion yuan in the next five years, and the demand for capital investment in the later period will exceed 10 billion yuan per year. The total investment scale will exceed 100 billion yuan.
"Heavy water and light mud" is expected to change
Industry insiders pointed out that China's sewage treatment industry has long been “heavy and light mud”, and sludge treatment capacity, technology and investment have lagged behind the water treatment industry. At present, most of the sludge in China cannot be effectively treated and disposed of, which is shocking to the secondary pollution of the environment.
Chen Tongbin, a researcher at the Institute of Geographical Sciences and Natural Resources Research, Chinese Academy of Sciences, told the China Securities Journal that by 2015, the country will produce more than 30 million tons of sludge per year, making it the country with the largest amount of sludge produced in the world. However, for a long time, the amount of sludge that has been effectively treated in accordance with the principle of “reduction, harmlessness, and resource utilization” is only about 10% nationwide, which is still more than the treatment level of more than 50% in developed countries such as Europe and the United States. Big gap. "If it is not treated effectively, it will cause great harm and burden to water, soil and atmosphere."
In fact, as early as November 2010, the Ministry of Environmental Protection ordered the “sewage treatment plant to build and operate sludge treatment facilities within two years”. However, according to the recent research report released by China Water Network, in 2013 alone, China's sewage treatment construction projects increased by nearly 500, while the number of new construction projects for sludge treatment and disposal increased by less than 50. The ratio of sludge treatment facilities to sewage treatment facilities is seriously deregulated, and the sludge treatment capacity gap is huge.
In the past two years, the secondary pollution incident caused by improper sludge disposal has gradually entered the public eye, and it has also caused the policy party to pay attention to the current status of “heavy water and light mud”. The "Opinions on Strengthening Urban Infrastructure Construction" issued in the second half of last year clearly stated that by 2015, the construction of sludge treatment and disposal facilities should be strengthened in accordance with the requirements of "harmless and resourceful", and the rate of harmless disposal of municipal sludge should be It is about 70%. In order to implement the "Opinions", the Ministry of Housing and Urban-Rural Development and the Ministry of Environmental Protection issued a document requesting that when the sewage treatment plant is newly built, rebuilt and expanded, the sludge treatment facilities should be planned, constructed and put into operation at the same time as the sewage treatment facilities, and the existing sludge treatment capacity is not available. The sewage treatment plant shall complete and operate the sludge treatment facility within two years from the date of publication of the notice."
According to the China Securities Journal reporter, in the upcoming clean water action plan, sludge treatment will once again become one of the policy highlights. The plan proposes that in the next five years, while ensuring the simultaneous construction of sludge treatment facilities at the new sewage treatment plant, the sludge treatment facilities in the operation of the sewage treatment plant will be steadily promoted. At the same time, in the future, the pilot program to increase the sludge treatment fee in the water price reform will be gradually expanded nationwide.
Chen Tongbin pointed out that "water treatment does not control mud, which is equal to untreated water." It is impossible to fundamentally achieve an improvement in the water environment if the problem of sludge is not solved. This has also been fully recognized by the policy side.
